TORONTO PLANNING & DEVELOPMENT LAWYER

David is an experienced Toronto Corporate Planning Lawyer and he was called to the bar in 1971 following his graduation from Osgoode Hall Law School in 1969. Since then he has practiced primarily in the areas of real estate development, planning, and aggregate resource matters. He is one of Ontario’s leading lawyers in the aggregate field and is the head of Devry Smith Frank’s LLP (“DSF”) Planning and Development Group.

David has been counsel on over 25 successful licencing applications and has acted on all types of development projects across Ontario. Over the past two decades, the majority of David’s practise has related to aggregate extraction approvals. He has extensive experience with applications under the Aggregate Resources Act and has been counsel at hearings before the Environmental Review Tribunal, the Ontario Municipal Board, the Consolidated Hearings Board, Mining and Lands Commission, Niagara Escarpment Hearings Office and numerous other municipal and provincial regulatory bodies and tribunals.

David works with a network of experts, including planners, surveyors, environmental experts, ecologists, fisheries and wetlands experts, traffic, geotechnical and civil engineers, and other technical experts with specialized expertise to ensure his clients’ needs are fully met and that favourable results are achieved on all client matters. David has particular expertise dealing with assisting his clients to navigate the maze of statutory and regulatory requirements relating to resource extraction.
